Richard Romeo is een kunstenaar en architect uit Cebu, Filipijnen. Via aquarelverf drukt hij uit hoe hij het leven begrijpt, voelt en ervan leert. Hij heeft vele kunstwedstrijden gewonnen, waaronder de *Kulay sa Tubig* van 2020 en 2022 – een jaarlijkse nationale aquarelwedstrijd op uitnodiging waaraan geselecteerde getalenteerde aquarellisten uit de Filipijnen deelnemen. Richard was finalist in de International Masters of Watercolour van 2022.

Tentoonstelling "Kleurrijk Azië" van de Alliance. Hij werd in 2023 erelid van het Philippine Guild of Watercolorists.
