Richard Romeo is een kunstenaar en architect uit Cebu, de Filipijnen. Met aquarellen drukt hij uit hoe hij het leven begrijpt, voelt en leert. Hij heeft vele kunstwedstrijden gewonnen, waaronder de *Kulay sa Tubig* van 2020 en 2022 – een jaarlijkse nationale aquarelwedstrijd waaraan een selecte groep getalenteerde aquarellisten uit de Filipijnen meedoet. Richard was finalist bij de International Masters of Watercolour van 2022.

Tentoonstelling "Kleurrijk Azië" van de Alliantie. In 2023 werd hij erelid van de Philippine Guild of Watercolorists.
